He worked at the Ministry of Agriculture, Livestock and Supply (MAPA) for more than 40 years, began his public career as a Federal Agricultural Inspector in 1975 and retired as Union Lawyer (AGU) and Legal Consultant at MAPA, after decades of recognized contribution for National Agriculture.

He was responsible for MAPA's Legal Consultancy from 1999 to 2015. He was also Legal-Institutional Coordinator of the Master Plan for the Reform of the National Agricultural Defense Policy from 1996 to 1998.

International activities: He was a member of the Brazilian Delegations from 1998 to 2015, representing the Brazilian government (MAPA) in international forums related to agricultural issues, such as:

World Trade Organization (WTO); MERCOSUR; Food and Agriculture Organization (FAO); Convention on Biological Diversity (CBD); Cartagena Protocol on Biosafety, Southern Cone Plant Health Council (COSAVE); The Agriculture Ministers of the Southern Agricultural Council (CAS); Permanent Veterinary Council of the Southern Cone (CVP). Lawyer for over 30 years, specialist in Administrative / Regulatory Law and Agricultural Law, as well as in Public Administration.
